Ms. Tiffany Christner is an accomplished international programs and operations executive, having led organizations in strategic initiatives, stakeholder engagement, and international business operations and transformations, with combined budgets of over $4B. Her experience draws from the planning, execution, and delivery of complex, global aerospace and defense weapons programs, science and technology partnerships, engineering and construction mega projects, and IT global ERP services.
Prior to joining Rakuten Super Logistics, Ms. Christner served as SVP and Managing Director for Chase Strategy Group, a boutique-consulting firm that provides C-level advisory and implementation services in client experience, organizational, and digital transformation initiatives. Before her work as a consultant, Ms. Christner led the UK-London division of a $1B technology consulting firm helping clients design and implement SAP, Oracle, Infor and Microsoft ERP platforms.
Most of her career was shaped by her federal government service with the Departments of the Army and Defense in the U.S. Army Acquisition Corp and the U.S. Army Corps of Engineers. Ms. Christner held a variety of leadership positions, including two tours during combat operations: Director for Infrastructure for the United States Forces-Afghanistan, in Kabul and the Division Chief for Reconstruction and Infrastructure Security Programs in Iraq. She served as the first U.S. Army Science and Technology Advisor to the U.S. Africa Command in Germany and previously forged new, international partnerships as the U.S. Army Director for Central and Eastern Europe International Armaments Cooperation based in London. The start of her federal service began in counter terrorism programs at the Office of Secretary of Defense for Acquisition, Technology, and Logistics, at the Pentagon.
Ms. Christner holds an MSc. in Major Programme Management from the University of Oxford, Säid Business School, England and a BA in International Affairs from The George Washington University, in Washington D.C. She is a Program Management Professional (PMP) and attained her Level III Acquisition Certification at the Defense Acquisition University, Huntsville, Alabama for Major Defense Program Management. She speaks fluent German and enjoys conversational French, Spanish, and Russian.
